As US President Joe Biden and Secretary of State Antony Blinken are doing all they can to renew US funding to the Palestinians, the Palestinian Authority (PA) and its chairman, Mahmoud Abbas, are simply spitting Biden and Blinken in the eyes.

One of the major obstacles impeding US aid to the Palestinians is the PA’s terror rewarding “Pay-for-Slay” policy. While the PA seems to be trying to convince the Biden administration that it has reformed, or even abandoned its pugnacious terror reward program — at home, and in Arabic, PA TV is clarifying the message of Abbas to the Palestinian people: “Pay-for-Slay” will continue.

Since the beginning of June, PA TV has repeatedly — no less than 18 times — broadcast Abbas’ speech in which he promises that even if the PA is left with only “one penny” in its coffers, he will pay that penny to the families of the dead terrorists, the terrorist prisoners, and the wounded terrorists.

Introducing the speech, the PA narrator presents Abbas as the one who “preserves the right of the Martyrs, the wounded, and the prisoners”:

PA TV Narrator: “Despite the blackmail, he defends the right of the Martyrs, the wounded, and the prisoners.”

Abbas: “A blessing is sent to our loyal Martyrs, our prisoners, and their families who are standing firm and bearing their suffering with patience. We say to them, to the families of the Martyrs, that we will defend their rights regardless of the price we’ll have to pay. I won’t submit to what Israel has requested. I won’t submit. Even if I’m left with one penny, I’ll pay it to the families of the Martyrs, to the prisoners, and to the wounded, and I won’t withhold this from them.”

Since its creation, the PA has been paying substantial financial rewards to terrorists. This policy, collectively known as the PA’s “Pay-for-Slay” policy, has two main parts: 1) Payment of financial rewards to terrorist prisoners and released prisoners; 2) Payment of financial rewards to wounded terrorists and the families of dead terrorists (so-called “Martyrs”).

1. Palestinian terrorists who have been imprisoned by Israel are paid a monthly salary by the PA. The salary increases from 1,400 shekels ($432)/month to 12,000 shekels ($3,707)/month with time spent in prison.

Released terrorists who spent up to five years in prison receive unemployment benefits for a period of time equal to the length of their sentences. Released terrorists who spent 5-10 years in prison are entitled to a position in the PA or a fixed salary. Released terrorists who spent over 10 years in prison are guaranteed a high-paying PA position, with the only condition being that if they are actually called to work, they must show up. Both imprisoned terrorists and released terrorists are entitled to additional financial rewards, simply as a function of their involvement in terror and their incarceration. As Palestinian Media Watch (PMW) has conclusively shown, these payments are not welfare payments.

The PA payments to the terrorist prisoners and released prisoners are codified in the 2004 PA Law of Prisoners and Released Prisoners and its implementing regulations.

2. Alongside the payments to the terrorist prisoners and released prisoners, the PA also pays monthly allowances to wounded terrorists and the families of dead terrorists. The payments to the families of the dead terrorists are paid at a set monthly rate, with additions in certain circumstances.

The payments to the wounded terrorists are calculated based on the degree of the injury as a percentage of the sum paid to the family of a dead terrorist — i.e. a wounded terrorist whose injury results in a 50% disability will receive 700 shekels ($216)/month.

Abbas’ words are not just bravado or empty rhetoric. In 2020, as COVID-19 ravaged the globe, the PA had to make a serious decision: continue paying rewards to terrorists or purchase critical life-saving medical equipment and vaccines. Spending a cumulative sum of no less than 750 million shekels (600 million on the salaries of terrorist prisoners and released prisoners, and 150 million shekels paying the allowances to the wounded terrorists and families of dead terrorists), the PA chose rewarding terrorists over saving the lives of simple law-abiding Palestinians.

The US’ Taylor Force Act (TFA) conditions the bulk of US aid to the Palestinians on the PA abolishing its “Pay-for-Slay” policy and revoking all the laws associated with the phenomena. PMW urges President Biden and Secretary Blinken not to allow themselves to be hoodwinked into misleading Congress and renewing US aid to the PA, before the PA complies fully with TFA and other of the conditions for aid stipulated in US law.

The Jordanian government excoriated Honduras over its decision to relocate its embassy in Israel to Jerusalem.

On Thursday, Honduras announced that it plans to open an embassy in Jerusalem in three weeks. Honduras will become the fourth country to open an embassy in Jerusalem, following the United States, Kosovo and Guatemala.

Hours later, Jordan’s foreign ministry condemned the move, calling it a violation of international law.

Ambassador Dhaifallah Ali Al-Fayez, a spokesman for the Jordanian foreign ministry, declared that any measure which changes the status of Jerusalem or implies a change in its legal status is null and illegal.

Al-Fayez reiterated Jordanian support for the establishment of a Palestinian state with Jerusalem as its capital.

Jordan’s response comes after the Palestinian Authority strongly condemned the relocation of the Honduran embassy to Jerusalem, calling it a “blatant violation of international law and clear UN decisions regarding the holy city and its legal and political status.”

“It is unfortunate that the President of Honduras has decided to be on the wrong side of history and take this hostile step against the Palestinian people, while the occupying force is working to escalate violations of rights against the Palestinian people and implement its racist plan in Jerusalem to establish the occupation and destroy any real opportunity for just and comprehensive peace,” said the bureau in a statement.

A letter from Democratic congresspeople to President Joe Biden urged him to overturn Trump presidency policies.

A letter from 73 Democrats in the US House of Representatives, including a number in leadership positions, urges President Joe Biden to make a number of moves to reverse what they call the Trump administration’s “abandonment of longstanding, bipartisan United States policy” on Israeli-Palestinian relations.

Among other things, the letter sent Wednesday calls for Biden to firmly consider Israeli settlements illegal and the West Bank occupied, two things the Trump administration stated that it would no longer do.
“Make clear that the United States considers settlements to be inconsistent with international law by reissuing relevant State Department and US customs guidance to that effect,” the letter states.
It also pushes for all “relevant official US documents and communications” to “once again consistently refer to the status of the West Bank and Gaza Strip as occupied.”
The letter’s signatories include seven committee chairs, among them Reps. Rosa DeLauro, D-Conn., who leads the powerful Appropriations Committee and John Yarmuth, D-Ky., who heads the Budget Committee, as well as the assistant Speaker of the House, Rep. Katherine Clarke of Massachusetts.
Seven Jewish Democrats signed the letter, including Rep. Jan Schakowsky, D-Ill., who initiated it. The others are Reps. Alan Lowenthal of California, Andy Levin of Michigan, Sara Jacobs of California, Yarmuth, Steve Cohen, of Tennessee and Jamie Raskin of Maryland.
Donald Trump upended decades of US policy in the region by recognizing the right of Israel to annex parts of the West Bank, in addition to agreeing to Israel’s claim to the Golan Heights and moving the US embassy to Jerusalem.
Biden officials have been reluctant to openly criticize Israel, wary of the tensions that beset the Obama administration when its officials publicly called out Israel over differences on policy. Biden has preferred to keep differences with Israel behind closed doors. During last month’s conflict, he robustly rejected calls from the party’s left to leverage assistance to Israel to pressure it to end the conflict.
In a vague but signifiant line, the letter calls for Biden to “consistently” condemn in public statements any “specific actions that violate the rights of either party or undermine the prospects for peace.” Open airing of differences is a practice Israeli leaders and the mainstream pro-Israel community adamantly rejects.
But Biden favors some of the eight specific recommendations in the letter, including a resumption of sending aid to the Palestinians and reopening a separate consulate in Jerusalem for Palestinian relations.
The letter also calls on Biden to abandon Trump’s peace plan, which envisioned an Israeli annexation of portions of the West Bank. It additionally urges him to pressure Israel to stop the planned eviction of Palestinian families from eastern Jerusalem, which contributed to the volatile environment that spurred last month’s violent conflict between Israel and Gaza.
The document reflects growing calls among Democrats to take a tougher stance with Israel, mounting against Biden’s continued closeness to the state. J Street, the liberal Jewish Middle East policy group, praised the letter, noting that it came from a third of the House Democratic caucus. Jeremy Ben-Ami, J Street’s president, said in a statement it was “incumbent on the Biden administration to do everything in its power to rebuild productive ties with the Palestinian leadership and to make absolutely clear that the US will not stand for illegal settlement expansion, de facto annexation and displacement.”
The letter also comes as Israel’s new government, led by Prime Minister Naftali Bennett and Foreign Minister Yair Lapid, seeks to repair relations with Democrats eroded under former Prime Minister Benjamin Netanyahu.
US policy on whether the settlements are illegal according to international law has varied under different presidents. Presidents Richard Nixon, Gerald Ford and Jimmy Carter emphasized what they said was the settlements’ illegality, while Ronald Reagan said he did not believe the settlements were illegal. Subsequent administrations returned to regarding the settlements as illegal, but for the most part only when officials were pressed to make clear their position.
Also signing are three members of the six members of the progressive “Squad” which took the lead last month in criticizing Israel in Congress: Reps. Ilhan Omar, D-Minn., Ayanna Pressley, D-Mass.; and Jamaal Bowman, D-NY.
Notably, three Squad members did not sign: Reps. Rashida Tlaib of Michigan, Alexandria Ocasio-Cortez of New York and Cori Bush of Missouri. The letter emphasizes support for the two-state outcome, something that Tlaib rejects, favoring a binational state.
