US National Security spokesperson John Kirby warned Israel needed to take into account the safety of Palestinian refugees living in Rafah.

The White House warned on Tuesday against an Israeli military operation in Gaza, claiming it would be a ‘disaster.’

National Security spokesperson John Kirby said Israel needed to take into account the safety of Palestinian refugees taking residence in the city.

The US wants Israel to succeed in destroying Hamas, he said, but it also must ensure the protection of civilians as it does so, including in Rafah.

“We understand that there are Hamas units and leaders who have migrated down to Rafah as a result of the fighting in Khan Yunis” and that Hamas fighters were using civilians as human shields.

Due to this situation, Israel must present a credible plan to protect these civilians, Kirby said, as he stressed that this was a necessary step to secure US support for that operation.

“We would not support an operation that put those people at greater deliberate and greater risks,” Kirby said.

“Our principal concern here is that, under the current circumstances, without properly accounting for the safety and security of those refugees, we continue to believe that an operation in Rafah would be a disaster,” Kirby added.

Potential operations in Rafah have been the source of widespread international condemnation. Recently, 26 out of 27 countries in the EU voted against IDF operations in Rafah.

Why might the IDF be intent on operations in Rafah?

The IDF recently rescued two hostages, kidnapped on October 7 by Hamas terrorists, from captivity in Rafah.

Fernando Marman and Luis Norbeto Har had been rescued from the second floor of a building in Rafah, heavily guarded by Hamas terrorists.

Hamas has also confirmed that they have military capabilities in the location.

The Deputy Chairman of Hamas in Gaza, Khalil al-Hayya, acknowledged in an interview with Al Jazeera that Hamas still had capabilities in Rafah, according to a recap of the interview posted to the Hamas Telegram channel.

Iran dismisses plan by UN nuclear watchdog head to visit next month

Under a defunct 2015 agreement with world powers, Iran can enrich uranium only to 3.67%.

Iran’s nuclear chief on Wednesday dismissed a suggestion that the head of the International Atomic Energy Agency (IAEA) Rafael Grossi would visit Iran next month but instead invited Grossi to a conference in Tehran in May.

Grossi said this week Iran was continuing to enrich uranium well beyond the needs for commercial nuclear use and said he planned to visit Tehran next month to tackle “drifting apart” relations between the IAEA and the Islamic Republic.

But Mohammad Eslami said a visit next month was unlikely due to a “busy schedule” without giving further clarification. “Iran’s interactions with the IAEA continue as normal and discussions are held to resolve ambiguities and develop cooperation,” he said at a weekly press conference in Tehran.

Eslami said Grossi had been invited to attend Iran’s first international nuclear energy conference in May.

Iran is still enriching uranium at an elevated rate

Speaking to Reuters on Monday, Grossi said while the pace of uranium enrichment had slowed slightly since the end of last year, Iran was still enriching at an elevated rate of around 7 kg of uranium per month to 60% purity.

Enrichment to 60% brings uranium close to weapons grade, and is not necessary for commercial use in nuclear power production. Iran denies seeking nuclear weapons but no other state has enriched to that level without producing them.

Under a defunct 2015 agreement with world powers, Iran can enrich uranium only to 3.67%. After then-President Donald Trump pulled the US out of that deal in 2018 and re-imposed sanctions, Iran breached and moved well beyond the deal’s nuclear restrictions.

The UN nuclear watchdog said the 2015 nuclear deal “is all but disintegrated.”

At least three people were killed in an alleged Israeli airstrike that targeted the Kafr Sousa neighborhood of Damascus on Wednesday morning, according to Syrian reports.

The neighborhood hosts residential buildings, schools, and cultural centers and lies near a large, heavily guarded complex used by security agencies. The district was targeted in an Israeli attack in February 2023 that killed Iranian military experts.

Sky News Arabic reported that the alleged targets of the missile strike were Iranians.

Footage reportedly from the scene appeared to show an apartment building hit in the strike and a plume of smoke rising from the area.

Witnesses heard several back-to-back explosions. The blasts scared children at a nearby school and ambulances rushed to the area, the witnesses told Reuters.

There was no immediate comment from the Israeli military.

Iran has been a major backer of President Bashar al-Assad during Syria’s nearly 12-year conflict. Its support for Damascus and the Lebanese group Hezbollah has drawn regular Israeli air strikes meant to curb Tehran’s extraterritorial military power.
