IDF Blows Up Hezbollah’s Banks All Over Lebanon

Lebanon’s state-run National News Agency reported Sunday night that the IDF carried out a series of raids targeting buildings belonging to the Hezbollah-affiliated Al-Qard Al-Hassan Association after asking residents to stay away. IDF spokesman in Arabic Avichay Adraee issued a series of warnings accompanied by maps of buildings in the southern suburbs of Beirut, the eastern Beqaa, and south Lebanon, warning that these are facilities and interests affiliated with Hezbollah, and calling for people to keep their distance.

The first IDF raids targeted areas in the southern suburbs of Beirut, and the headquarters of Al-Qard al-Hasan in Baalbek, Hermel, and Rayak in the Beqaa Valley.

 

The Qard al-Hasan is similar in principle to the Jewish Gmach – offering interest-free loans to people in the community who need them. But according to Israeli sources, the bank was used to pay the salaries of Hezbollah terrorists. It also functions as a conduit for money laundering for Hezbollah’s drug trade.

The bank has been under sanctions imposed in 2007 by the US Office of Foreign Assets Control. In 2021, the U.S. Treasury Department said the bank “illicitly moves funds through shell accounts and facilitators, exposing Lebanese financial institutions to possible sanctions.”

 

Adraee told the people of Lebanon that Hezbollah is financed by the Iranian state budget, which is used for arming, building ammunition storage facilities, erecting launchers, financing rent for Hezbollah members, and carrying out various terrorist activities. According to Adraee, most of the funds transferred from Iran, as well as funds that Hezbollah brought in themselves, are managed by Al-Qard al-Hasan which serves as a shelter for Hezbollah’s economic assets.

While the number of raids on the southern suburbs reached 11 according to the official National News Agency, the Al-Arabiya TV correspondent reported that one of them targeted the vicinity of Beirut Airport. Al-Qard Al-Hassan has 31 branches across Lebanon, many in Beirut’s Hezbollah stronghold southern suburbs, which have been hit repeatedly by the IDF bombing campaign and are largely evacuated. Another branch is located in downtown Beirut, outside the Lebanese parliament.

 

The Hezbollah bank issued a statement calling the decision to target it a sign of Israel’s “bankruptcy” and assured customers it had taken “measures” to ensure their funds were safe, and threatened “An eye for an eye, a tooth for a tooth.” The Saudi newspaper Asharq Al Awsat reported that a stream of people left the areas surrounding its branches in Beirut.

Israel launched its attack one day following Defense Secretary Lloyd Austin’s remarks regarding the civilian casualties in Lebanon, which he described as “far too high,” urging Israel to reduce certain military strikes, particularly in and around Beirut (Austin Wants Israel to Curb Its Response to the Attempt on Netanyahu’s Life).

In the wake of the death of Hamas leader Yahya Sinwar, Iran’s Foreign Minister traveled to Turkey for high-level meetings. He was already scheduled to go to Turkey as part of a regional tour he is conducting. He has been in Lebanon, Syria, Saudi Arabia, Qatar, Iraq, Oman, Jordan, and Egypt, shoring up Iran’s influence and seeking to isolate Israel.

In the wake of the death of Sinwar, it appears Iran and Turkey will be doing more heavy lifting to prop up Hamas and Hezbollah. Iran and Turkey both back Hamas against Israel. Iran backs Hezbollah in Lebanon as well.

Iranian state media on October 19 noted that “Iranian Foreign Minister Abbas Araghchi has warned against the expansion of war in the region, saying there is a common understanding about the threat of conflicts in Gaza and Lebanon and the critical situation of the displaced.”

Araghchi was taking part in a South Caucasus regional conference. However, he is leveraging these events in order to bash Israel and create a unified front with Turkey.

For instance, IRNA noted that “he said his Istanbul visit coincided with his regional tour to the neighboring country to hold talks on the Israeli regime’s aggressions that have created a dangerous situation in the region.” Iran has had increasingly close ties with Ankara over the last decade. They don’t agree on everything but they have many interests in common. Both countries have warm ties with Qatar, for instance. Qatar hosts Hamas.

Expanding even further

Turkey and Iran are also discussing developments between Azerbaijan, Armenia, and Russia. Historically, Turkey has had warm ties with Azerbaijan, whereas Iran has had positive ties with Armenia. Russia has played all sides; it has close ties to Iran and Turkey, and it stood by as Azerbaijan fought Armenia and took over Nagorno-Karabakh in the last years.

Turkey’s foreign minister Hakan Fidan and Ankara have been increasingly hostile to Israel over the last year. Turkish leader Recep Tayyip Erdogan has used the most harsh rhetoric against Israel.


The timing of the leak comes as Israel is completing preparations for a retaliatory strike on Iran in response to the October 1 missile attack.

Senior American officials voiced serious concern on Saturday following the leak of two US intelligence documents allegedly outlining Israel’s preparations for a potential strike on Iran. These documents were published by a Telegram account linked to Iran.

While both the US Department of Defense and the Office of the Director of National Intelligence declined to comment on the leaked documents, they did not deny their authenticity.

The timing of the leak comes as Israel is completing preparations for a retaliatory strike on Iran in response to the October 1 missile attack. An unnamed senior Israeli official remarked, “Israel’s defense establishment is aware of the leak and takes it very seriously.”

The leak occurred on Friday when the Middle East Spectator Telegram channel claimed it had received documents about Israel’s strike preparations from a source within the US intelligence community. This Telegram channel is known for publishing pro-Iranian propaganda, and its associated Twitter account states that its operators are based in Iran.

The documents included an alleged report from the US Department of Defense’s visual intelligence agency, which had been circulated within the US intelligence community three days earlier. The report detailed alleged recent actions at Israel Air Force (IAF) bases, including the movement of advanced munitions believed to be intended for a strike on Iran. The report also noted that intelligence obtained through wiretaps indicated that the IAF conducted an exercise this week involving fighter jets and drones as part of its strike preparations.

A breach in security

The leaked documents reportedly revealed close surveillance by US intelligence on Israel’s preparations for a strike on Iran, including the use of satellites to monitor activities at Israeli Air Force bases. The alleged leak also highlights a severe security breach within the US intelligence community, allowing highly classified information to reach entities affiliated with Iran.

American officials described the incident as “extremely serious” but noted that, in their view, the leak is unlikely to affect Israel’s operational plans.
